The Local Governance Program

The Local Governance Project, Phase 3 (LGP 3) is an award of the Iraq Mission of the United States Agency for International Development (USAID) to Research Triangle Institute/RTI International. By the terms of its contract, the purpose of the project is to 'support implementation of the Provincial Powers Act' (PPA). The project will provide that support directly by maintaining offices in 9 of the 15 provinces covered by the law and indirectly across the country by producing material for the use of Provincial Reconstruction Teams (PRTs) and other U.S. Government actors. This website constitutes the project's clearinghouse and primary distribution point for that material. English and Arabic manuals and corresponding training materials derived from those manuals can be found in the links at left.
